Israeli Initiative - Update No. 26

בעדכון השבוע:

מאמר תגובה – סכנה אסטרטגית למדינת ישראל

בעקבות מהלכיו המדיניים והפוליטיים האחרונים של ראש הממשלה בנימין נתניהו, פרסמתי במוסף 'יומן' של מקור ראשון ביום שישי את המאמר הבא:

בעוד הימין עסוק במאבקים טקטיים מול הקפאת הבנייה הזמנית, נראה שראש הממשלה בנימין נתניהו דוחף בכח רב לקראת הכרעה אסטרטגית דרמטית, בדומה למהלך ההתנתקות של שרון.

הסימנים רבים: הנסיון להכניס את קדימה לממשלה, המתקת הסוד עם האמריקנים וכעת הנסיעה לקהיר שהניבה התבטאויות של שר החוץ המצרי לפיה נתניהו "התקדם משמעותית" בעמדותיו לגבי תהליך השלום. אם עד עתה סברו הכל שנתניהו זורק את הכדור למגרש הפלשתיני על מנת שהכדור יישאר שם ויישכח, כעת נראה שהוא עושה הכל כדי שהצד השני ירים את הכפפה. חזון המדינה הפלשתינית המפורזת, זה מנאום בר-אילן, עלול לקרום עור וגידים מהר יותר מכפי שמתנגדי המדינה הפלשתינית משערים בנפשם.

נתניהו נבחר לכהונתו על רקע התנגדותו לדרך המדינית של קודמיו, שפיתחו את תהליך אוסלו שהביא מפח נפש והקזת דם נוראה. גם לאחר שנבחר, סירב לכלול בקווי היסוד של ממשלתו הסכמה לעקרון 'שתי המדינות'. כעת נראה שמשהו השתנה.

לא, האיוולת והסכנה שבהקמת מדינה פלשתינית לא פחתו. מה שהשתנה הוא שראש הממשלה נראה כמתפתה לקנות את לב העולם בצעד שיתברר בעתיד כאסון אסטרטגי.

המשמעות האסטרטגית של הקמת מדינה פלשתינית – ואין זה משנה מה ההגבלות שיוטלו עליו – היא החלשה משמעותית של ישראל ואיום על שרידותה בשנים שתבואנה. מרגע שיימסרו יהודה ושומרון לפלשתינים, קלפי המיקוח ייעלמו, והיעד הבא יהיה הנגב והגליל. תיאוריית 'קורי העכביש' של חיזבאללה תוכח שוב כנכונה, והמאמצים להחריב את מדינת ישראל רק יקבלו רוח גבית ותנופה שלא ידענו בעבר.

כיום ישראל נהנית משקט יחסי בזכות דיכוי הטרור ביהודה ובשומרון: ברגע שתהיה מדינה פלשתינית, לא יוכל צה"ל להיכנס לשכם ולג'נין, כשם שאין הוא נכנס כיום לעזה. אם תתפתה ישראל להקים מדינה פלשתינית ביהודה ובשומרון, הדרך היחידה למנוע טרור תהיה מבצע נוסח 'עופרת יצוקה', הגובה מחיר כבד בחיי אדם ופוגע אנושות בלגיטימציה הבינלאומית של עצם קיומה.

וכמובן: הקמתה של מדינה פלשתינית לא תפתור ולו אחת מהבעיות המזינות את הסכסוך (בעיית הפליטים, הפער הכלכלי, קיומה של מדינה יהודית במרחב המוסלמי). הבעיות תישארנה, אך ישראל תצטרך להתמודד מולם מעמדה גיאופוליטית ומשפטית נחותה הרבה יותר.

המדרון המסוכן שאליו מוליך ראש הממשלה הוא תוצאה ישירה של העדר חזון מדיני אלטרנטיבי. 'נאום בר אילן', למרות הניסוחים הציוניים המבריקים, נשא בתוכו את החשש מפני שינוי הפרדיגמה של 'שתי המדינות', המוביל את האזור לעברי פי פחת כבר חמש עשרה שנה. במקום להציב חזון מדיני נועז ואחר, העדיף נתניהו לאמץ את הנוסחה השחוקה והרעה תוך נסיון למזער את נזקיה. מה שנראה כיום הוא התוצאה הצפויה מראש של המהלך: הפרדיגמה שאומצה מתקבלת, ההסתייגויות הפכו לעניין שולי.

כל מי שעיניו בראשו, ומבין את חומרת הקמתה של מדינה פלשתינית, חייב לאמץ מייד חזון מדיני שיציב אלטרנטיבה למדינה הפלשתינית. 'היוזמה הישראלית' מציעה חזון כזה כבר כמה שנים, אך למרבה הצער מתנגדי תהליך אוסלו עדיין לא מבינים את חשיבותו. היום יותר מתמיד ברור שבלי חזון כזה, הקמת המדינה הפלשתינית - ובעקבותיה ניפוצו של החזון הציוני - היא רק שאלה של זמן. הדבר בידינו.

Reaction: A Strategic Danger to the State of Israel

As a result of Prime Minister Netanyahu's recent political moves, I published the following in the Israeli newspaper "Makor Rishon":

While the right is busy battling the temporary building freeze, it seems that Prime Minister Benjamin Netanyahu is using all his force to move towards a major strategic decision that is similar to Sharon's disengagement.

There are many signs to this move: The attempts to add Kadima to the coalition, sharing secrets with America, and now a trip to Cairo, which led the Egyptian foreign minister to remark that Netanyahu has "made significant progress" in his opinions on the peace process.

Until now, everyone thought that Netanyahu threw the ball into the Palestinians' court, so that they would miss it. Now, it seems that he is doing everything so that the Palestinians will raise their catcher's mitt. Netanyahu's vision of a demilitarized Palestinian state, which he described in his Bar-Ilan Speech, may become a reality faster than those who oppose a Palestinian state imagine.

Netanyahu was elected because of his opposition to his predecessors, who developed the Oslo Accords, which brought much disappointment and bloodshed. After he was elected, he refused to include the "two states solution" formula in his coalition baselines.

Now, it seems that something has changed.
No, the imprudence and danger in establishing a Palestinian state haven't lessened. What changed is that the Prime Minister wants to garner the world's favor through a step that may be a strategic disaster.

The strategic significance of establishing a Palestinian state – regardless of what limits are put on it – is a significant weakening of Israel and a threat to its survival. From the minute Judea and Samaria are given to the Palestinians, they will move to their next target – the Negev and the Galilee. Hizballah's "spider web" theory will be proven, and the efforts to destroy the State of Israel will only gain momentum.

Today, Israel enjoys relative quiet due to Israel's success in repressing the terror in Judea and Samaria. As soon as there will be a Palestinian State, the IDF will not be able to enter Nablus and Jenin, just as it does not enter Gaza today. If Israel allows a Palestinian state in Judea and Samaria, the only way to prevent terror will be an operation in the style of "Cast Lead," with a high body count and further international delegitimization of Israel's existence.

Of course, establishing a Palestinian state will not solve the major problems of the conflict: refugees, economic differences, Israel's survival in a Muslim region. These problems will remain, but Israel will have to deal with them from an inferior position in the international and legal spheres.

The slippery slope the Prime Minister is leading us down is a direct result of the lack of an alternative vision. The "Bar-Ilan Speech," despite its brilliant Zionist talk, still showed the fear of changing the "two-state" paradigm, which has failed for the past 15 years.

Instead of presenting a different, daring political vision, Netanyahu preferred to adopt old, tired two-state plan and then do damage control. The result of this move: The old paradigm is accepted, and any opposition has become marginal.

Anyone who understands the consequences of a Palestinian state must immediately adopt an alternative political vision. "The Israeli Initiative" has offered such a vision for years, but unfortunately, those who oppose Oslo still haven't understood its importance.

Today, more than ever, it is clear that without this vision, the establishment of a Palestinian state, and with it the shattering of the Zionist dream, are just a matter of time.
